The Hyper Building, including exedrae and immediate perimeter, provides 1044 hectares of stratified, focalized uses. Nearly 45% of this is housing , forming neighborhoods between terras and in the exedrae. 14% is commercial space including retail stores, offices, restaurants, grocery stores, and production facilities. Additional office space may be developed in the center of the housing area. 5% is reserved for administrative or civic use, distribution centers and convetion facilities . Another 5% houses utilities and construction yards at eight levels . Green space covers 14% of the total area appearing on and in the terras, the exedrae, and the many sloping levels surrounding the main towers. These areas include various environmental uses and provide open, public streets and parks. Another 17% serves as intermittent cultural zones comprised by schools, medical facilities, day care centers, theaters and art facilities .
30% of the area allocated for cultural zones is underground and specifically designated as a Virtual Reality recreational park. According to Soleri,"Disney, Las Vegas and virtual reality deal

with simulations and make believe. It is then reasonable to offer them the large
volume in the bowels of the Hyper Building, disconnected as it is from the ecological
reality. Fantasy worlds could develop three dimensionally in a totally controlled
space. The triad could be a laboratory in action generating more understanding
about the nature of woman and man. The presence of Disney, Las Vegas, and virtual
reality would have a large input in the economy of the city."
In order to support the infrastructure of the Hyper Building, several supporting facilities are planned outside of the initial building site. The Solar Power Generation Plant is located on the north side of the Hyper Building around the Mag-lev Train Station. There, a large structure is planned underneath the arrays of solar collectors which house a multilevel Parking Garage and Industrial Complex.
